With reference to your cypher telegram of July 15th. the India Office inform me that Hohm and his companion Albert Tehde who may be accompanied by two persons named Emil Merz and Scholz are believed to have chartered a schooner at Manila and to have sailed for Pontianak in Dutch Borneo on July 14th.. Possibly they intend to take arms to China but the Secretary of State for India says that there is a certain amount of evidence that Germans are attempting to collect arms in the Dutch East Indies with a view to action against British India. You will report direct to the Government of India any discoveries you make, and you should keep in close touch with His Majesty's representatives in Tokio, Peking, Manila and Bangkok.
Singapore have been sent a similar telegram.
